The Council of Ministers enacted:
Art.1 (1) A Center for Educational Integration of Children and Students from Ethnic Minorities, called further in the document The Center, is established at the Minister of Education and Science. The Center is a juridical person under article 60 of the Law for Administration with head office in Sofia.
(2) The Center is a secondary unit with budget credits at the Minister of Science and Education and helps the policy of the MoES on the educational integration of children and students from ethnic minorities.
Art.2 The Center makes calls for proposals, finances and supports projects which aim at encouraging the equal access to quality education and improving the results from the upbringing and education of children and students from ethnic minorities in Bulgaria.
Art.3 Organs of the Center’s management are the Board of Managers and the Director.
Art.4 (1)The members of the Board of Managers are assigned by a written order by the Minister of Education and Science. Chairman of the Board of Managers is the Minister of Science and Education or a deputy minister authorized by him.
(2) (Published and complemented in the State newspaper, copy 40 from 2006) The Board of managers consists of 11 members: four representatives from the Ministry of Education and Science, one representative from the Directorate „Ethnic and Demographic issues“ of the Council of Ministers, one from the Ministry of Finances, one from the Ministry of Labor and Social Policy and from the Ministry of Culture and three representatives of NGOs working in the field of educational integration of children and students from ethnic minorities.
Art.5 The number of the staff working in the Center is 6 people including the Director.
Art.6 The Center is managed and presented by a director who is assigned by the Minister of Science and Education
Art.7 The structure and activities of the Center are arranged with a regulations book accepted by the Council of Ministers.
Art.8 The Center realises its activities according to the three-year action plan accepted by the Council of Ministers. The action plan contains the priorities and measures which will be financed by the Center.
Art.9 The incomes of the Center are formed by:
(2) The funds from the state budget for financing the Center’s activities are used primarily for providing the complementary financing from the sources mentioned in paragraph 1, items 1 and 2 and for the Ceneter’s maintenance.
Art.10 The funds mentioned in article 8 are spent for:
(2) The financing of the activities under paragraph 1, items 1-9 is realised on the base of rules registered in the regulations book under article 7
Art. 11. By April 30 every year the Minister of Education and Science publishes an annual report on the Center’s activities in the web site of MoES.
