The first transnational workshop of the Ethnic minority integration school hub project

The first transnational workshop of the Ethnic minority integration school hub project, funded under the Erasmus + program of the European Commission through the Center for Human Resource Development, took place in the period 25 - 27 October 2018 in Sofia, Bulgaria.
The meeting was attended by representatives of CEIEDEM, as a leading organization, "EUROTHINK - Center for European Strategy" in Skopje, Macedonia and San Carlos School from Madrid, Spain.
The main topics of the meeting were to discuss the forthcoming project activities, the specific engagement of the partners, the joint activities agreements and the timetable of the mobility.
The project is going to take place in a period of 18 months and runs between September 2018 until February 2020. Its main goal is to create and develop a cross-sectoral partnership network for sharing and disseminating good practices in the field of prevention of early school leaving (dropping out) by students from vulnerable groups in these countries.
The activities that will be implemented within the project are aimed at presenting working models for prevention of early school leaving, documenting and promoting the best practices of partners in this field, developing a Handbook with adapted good practices to be used teachers, pedagogical specialists, social and youth workers, representatives of non-governmental organizations, local, regional and national public organizations and institutions.
The first expert mobility of the project will take place in early March 2019 in Sofia with more than 30 representatives of the three organizations, followed by meetings in Macedonia and Spain by the end of 2019.


The Report. The results of the impact assessment of the project "Capacity Building" (Component 3) Programme BG06 "Children and Youth at Risk"

The project "Capacity Building" is implemented by the "Centre for Educational Integration of Children and Young People from the Minorities" in partnership with the Council of Europe. Its objective is to increase the knowledge and skills of workers included in Programme BG06 "Children and Youth at Risk" youth centers and kindergartens by conducting a series of trainings and providing educational materials. In this sense, the target groups of the project are working in youth centers, as youth workers and Roma mediators, as well as pedagogical experts and Roma mediators in kindergartens.

Study visit in Strasbourg, France under the project “Capacity Building” of the Programme BG06 “Children and Youth at Risk”

In the period 1st - 5th June 2015 the CEICSEM organizes a study visit in Strasbourg, France under the project “Capacity Building” of the Programme BG06 “Children and Youth at Risk”. Participants will be involved from all target groups, namely the youth workers, mediators and kindergarten teachers. The study visit aims at building on the training participants done already as well as exchanging experience with the European Youth Centers in Strasbourg, on the one hand, and between the Bulgarian and Romanian teams under the same Programme “Children and Youth at Risk”, on the other.

The schedule for the study visit was sent to all participants.


Decree 4 of the Council of ministers from 11 January 2005 for the establishment of the Center for Educational Integration of Children and Students from Ethnic Minorities

The Council of Ministers enacted:

Art.1 (1) A Center for Educational Integration of Children and Students from Ethnic Minorities, called further in the document The Center, is established at the Minister of Education and Science. The Center is a juridical person under article 60 of the Law for Administration with head office in Sofia.

(2) The Center is a secondary unit with  budget credits at the Minister of Science and Education and helps the policy of the MoES on the educational integration of children and students from ethnic minorities.

Art.2 The Center makes calls for proposals, finances and supports projects which aim at encouraging the equal access to quality education and improving the results from the upbringing and education of children and students from ethnic minorities in Bulgaria.

Art.3 Organs of the Center's management  are the Board of Managers and the Director.

Art.4  (1)The members of the Board of Managers are assigned by a written order by the Minister of Education and Science. Chairman of the Board of Managers is the Minister of Science and Education or a deputy minister authorized by him.

(2) (Published and complemented in the State newspaper, copy 40 from 2006) The Board of managers consists of 11 members: four representatives from the Ministry of Education and Science, one representative from the Directorate "Ethnic and Demographic issues" of the Council of Ministers, one from the Ministry of Finances, one from the Ministry of Labor and Social Policy and from the Ministry of Culture and three representatives of NGOs working in the field of educational integration of children and students from ethnic minorities.

Art.5 The number of the staff working in the Center is 6 people including the Director.

Art.6 The Center is managed and presented by a director who is assigned by the Minister of Science and Education

Art.7 The structure and activities of the Center are arranged with a regulations book accepted by the Council of Ministers.

Art.8 The Center realises its activities according to the three-year action plan accepted by the Council of Ministers. The action plan contains the priorities and measures which will be financed by the Center.

Art.9 The incomes of the Center are formed by:

1. funds received from Bulgarian, foreign and international financing institutions;
2. donations and wills which are made for the goals under article 2
3. subsidiary from the state budget through the budget of the budget of MoES;
4. other incomes

(2) The funds from the state budget for financing the Center's activities are used primarily for providing the complementary financing from the sources mentioned in paragraph 1, items 1 and 2 and for the Ceneter's maintenance.

Art.10 The funds mentioned in article 8 are spent for:

1. providing conditions for joint upbringing and education of children and students with different ethnic origin in the state and municipal kindergartens and schools and helping units;
2. providing extra pedagogical work with dropping behind students, which is included in projects according to the goals under article 2;
3. activities for getting back to school the dropped out students and improving their educational results;
4. working out programs for upbringing and education in conformity with the cultures of the different ethnic minorities and introducing them to the kindergartens and schools;
5. carrying out qualification activities for the teachers according to the goals under article 2;
6. research work connected with interethnic integration of children and students through education;
7. preparing parents for the realisation of the educational integration of the children and students;
8. activities on abservation and evaluation of projects financed by the Center;
9. activities on making the policy for educational integration and the Center's activities public;
10. maintenance of the Center.

(2) The financing of the activities  under paragraph 1, items 1-9 is realised on the base of rules registered in the regulations book under article 7

Art. 11. By April 30 every year the Minister of Education and Science publishes an annual report on the Center's activities in the web site of MoES.
